Additions
City privacy dialog. You can now change the privacy of your cities in the Navigator (as long as the city's bridge has been completed).
Changes/Improvements
Postcards are enabled again.
Improved collision in the Train Station to hopefully eliminate some of the areas you can get stuck.
BVW Vehicle collision and texture tweaks.
Improved skinning on "Round Frame Glasses Plain."
